in my experience the answer to both of the questions has been a case by case situation. I've yet to run into any banks that will blanket-fund across the board. Anytime I present myself as an organization/business they all want to see my company's history and financials. Even then, some of them have passed.

I recommend checking with local banks, preferably something like a credit union. They're usually more easy going than giant franchises. To unlock the ARV of your properties I recommend refinancing if you're not planning on selling any of them. However, in order to get refinanced you have to appraise the property which could mean you get less or in some cases more than your estimated ARV.
