Brand spanking new member!

Hello everyone.  My sister and I decided to take on this new challenge and adventure.  We wanted to start out wholesaling, then move on to but,flip, sale.  Having a hard time finding availability in our market (NYC), and RE attorney that understands what we're trying to accomplish.  We're looking into other markets i.e, Indiana, Florida, Pennsylvania, Texas.  Where should we start?  Any assistance would be appreciated.
