I'm new to BP and wanted thoughts on I'm own a home but am planning to buy another with cash as an investment.  I would like to cash out refi on the investment ASAP.  How long will I have to wait?

Typically 6 months to 1 year for refi.

I would suggest locating a small local bank or portfolio lenders.

Lastly, look up Brandon Turner “ House hacking “ threads and podcasts.
