Cheap Phone & Internet for a Multifamily Property's Office?

I want to try and lower my phone and internet bill at an apartment community.

Does anyone have any recommendations on a phone and/or internet provider that will be really inexpensive?

I'm thinking something like Magic Jack or Ooma.

(whoops, meant to post this in multifamily forum - hopefully an admin can move it)
