Newbie seeking location advice

I'm looking to start real estate investing in the next 1-3 months. Can't decide on a city to start. Any suggestions for property under 100k with a good ROI. Want to start picking up a few properties a year doing BRRRR.

Memphis, Birmingham, Waco, Little Rock, Cleveland, Phoenix? 
All advice greatly appreciated

Cleveland is great. Depending on strategy a good SFR in Cleveland $100k can easily get you a good return and great cash flow. We are doing a BRRRR on the west side of Cleveland that if all works out as calculated (and it is looking that way) will give us about $300 cash flow (was going to be closer to $400 before rates changed) and an infinite return because all of our money will be out and as long as we keep the property it will cash flow without any capital left in the deal.
