Turning an non-permitted Addition to an ADU - Southern Cali

California rehabbers/developers I need your input!!!

Has anyone been able to convert a non-permitted addition into an ADU? - Specifically, does anyone have experience permitting("legalizing") existing footings?

If an engineer signs off and says the existing footings are built to code, shouldn't that be enough for the city? Would love to hear the experiences of others.
