The tenant hasn't paid rent since the moratorium began

Any help would be appreciated. I have a tenant who hasn't paid rent since March. They have notified me that their income was reduced due to Covid-19. They sent me an email stating that ”they know their rights and do not have to pay and cannot be evicted”. Anyone else with this problem?
