Finding rental properties with proper ROI ? in AZ or out of state

Its been hard to find any good deals locally with proper ROI , been looking since beginning of 2018 and havent found anything worthwhile. Purchased couple of duplexes at end of 2017 but havent been able to find anything with 20% ROI (10-15 net ROI) since. Been looking at some of these "turnkey" companies out of state where the market isnt so over heated as a possibility but dont really have any experience on that , any recommendations on that ? or if anyone has any thoughts or help of something im missing locally, ive got money to invest in more rentals but has to be good deal that generates good passive income. Any thoughts or info is appreciated :)
