Wife left country, how can husband get full ownership of land

I'm working on a land purchase from a male veteran whose wife left the country 10 years ago and no longer responds to any communication. (She's now in Russia.) He and his wife are on the deed.

(1) Is there some way to transfer full ownership to the husband?

(2) If there is a legal way to do this, what's the typical cost of legal work?
