How to best work through STR red-tape in Charleston, SC?

Charleston, SC has some pretty strict ordinance rulings that seem to make STR properties difficult to acquire and manage the right way, however it is being done very well. How can one best interpret the ordnance regulations to best manage and acquire STRs properly in the Charleston, SC area?
The biggest restriction I have found is the the property must be a primary home to the resident wanting to list it as an STR, additionally the resident has to still live in the home a minimal of 183 days a year, which restricts how much it can actually be used as an STR. (Probably the reason for the ruling) However, I would like to know your thoughts, and how else to best understand the Charleston county restrictions to work through them as effective and efficient as possible. I look forward to hearing from you.
