Tenant says there is no hot water?

Rented out a short term rental place to a guy from India yesterday. He's rented from me at least 3x before. He called me today and said there is no hot water. My wife cleaned the place day before yesterday and there was hot water. I had to tell him to turn on the hot water and let the water run long enough so that the cold water between the faucet and the hot water tank has a chance to clear.  To me, this is just plain stupidity.

I also have 2 pairs of boxing gloves. I've got about 4" and 100 pounds on this guy. I want to offer him a chance to box me in the yard. If he can get me to put a knee or my hand on the ground, I'll let him have the first week for free. If I do the same to him, he has to pay double. Good or bad idea?  I've been boxing for 2 years.

Water heaters can break right after you used them last, breakers can trip etc.

 Running the water for 20 seconds fixed the problem.  I installed that hot water heater new about 4 months ago.  And there was hot water the day before he moved in.
