Cost of vacation rental permit in Sonoma County

I’m looking at buying a house outside the city limits of Healdsburg, CA. What would the cost of a STR permit be? Is it the same cost in the city limits as outside the city limits? I will not be living there, so it’s a second home. Thank you!
