Florida Keys Short term Vacation Rentals

Looking at buying some property for short term vacation rental in the keys. From what I understand the upper keys such as Key Largo and Islamorada will not allow short-term weekly vacation rentals. However Marathon key where I have been looking will. That being said my questions are.
Is there a way to get around the short term weekly rentals in Key Largo?

Also I was told by a real estate agent that the short term rental market in the keys is only good from January - April and June - July. Does this seem accurate???

    Marathon and Key West allow vacation rentals. Just about everywhere else (outside of pockets here and there) require 28 days+. With the prices you would have to pay for a waterfront home in the Keys, it would not be wise to plan to break this law. Your neighbors could make your life a living hell.

    September and October are our only slow months. Snowbirds in the winter, Floridians in the summer. Marathon is great, prices are absolutely insane, inventory is non existent.
