Pissed Neighbors Vacant House

There is a vacant house in a nice neighborhood that has been empty for 3 years and the neighbors are pissed. Whoever owns it has allowed people to live in it and try to fix it up. Ended up being used for selling dope. The house has termite damage, empty pool that will need major work, and who knows what else. It 3000 sqft....homes in the area selling around 90 a sqft. Agent is firm at 250k and will never get that price with all the work. Is there anything legally the neighbors can do to motivate him to sell.
