Can 1 Tenant Cancel Whole Lease?

I have a clause in the lease that says tenant can give 60 days notice plus pay 3x rent to cancel lease. In a roomate situation, can one cancel entire lease, even if the other one wants to stay and have lease but cant afford it without the other one paying their half? 

We want to allow them to cancel for the fee, and cancel the whole lease, so we can find a non-roomate tenancy that is more stable. The one who would be left on the lease, wants to stay, but cant afford it.
