Roomate wants to cancel lease

I have a lease with two people on it. Jointly liable lease. One of them wants to leave because they are not getting along. She is moving out in 6 weeks. She will pay the cancellation clause (3 months upfront) to cancel the lease. Is one person able to cancel the lease entirely if the other person does not want to cancel? The other roomate says she can't take on the full lease on her own.

There is some drama involved but that is the summary story. They are also looking for a replacement roomate but having a hard time finding someone to meet criteria on credit and no previous evictions.
