Tenants guests in Owner occupied property in NJ

I am a relatively new landlord, since past 2.5 years. I house hack. Property is located in NJ. I live in the downstairs unit and rent the upstairs. Tenant has been with me since 2 years. Family of five. ( husband, wife and 3 kids). Initially I started them on a year lease. After the first year, I have renewed on a Month to Month lease.

I recently noticed that another family is also living with them, since two weeks, as I noticed children noise coming from upstairs. I My lease is the standard NJ realtors standard Form lease. It doesn't specifically state any guest policy. I am going to talk to the tenant this week and find out what is going on what story they have.

My questions:

  • 1) Is the eviction moratorium still on in NJ, and would it apply since mine is owner occupied residence.
  • 2) Since my lease doesn't say much on a guest policy, what would be the reasonable number of days guest could stay in NJ?
  • 3) How should I handle this situation. I wouldn't want another family to stay with them, as there would be more noise etc.

Appreciate your thoughts on this topic.
