Mobile home rentals.

A friend of mine is looking at buying a 20 unit moblie home park. All units are owned but only 7 are occupied. There is no lot rent being paid for the units that are not occupied. Shouldn't the owners of the units be paying even though they don't live there? What actions should I suggest to my friend in part of his due diligence. Thank you in advance.
