Tenant didn't change HVAC Air Filter for over a year

Lease requires monthly change of Air filter. I send reminders. I know i should just do it myself but I'm far from my units. I realized the tenant never changed the filter, i still have security deposit. Should I charge for an HVAC Inspection? Cleaning? Can I charge more for assumed (above and beyond) wear and tear? 

anything else i should consider? 

im also worried about bringing someone out and them not being straightforward and fabricating an issue to cash in. HVAC system is 2 years old.
