Negotiate with contractors / handymen

Hi

I am working on screening some new handymen as my current ones seem too busy. I was interested in knowing …

Do you typically state your rate up front ?

Several usually say they need to see the job, but then end up quoting high prices once onsite. Has anyone dealt with this type of situation ?

What is a fair hourly rate for a local handyman ?

Thanks

Chuck
