Do I have to accept an emotional support animal?

I have a tenant that didn't tell me about the ESA until after she signed the lease and gave me the deposit. I have not signed the lease yet, however. I live in Florida and I know they passed a new law pertaining to documentation for ESA's. I own less that 4 units, but I do not owner occupy. Do I still fall under the Federal Fair Housing Act and 504 of the Rehabilitation Act? Too many people have been trying to abuse the whole ESA designation.
