Minnesota rental assistance payments.

Hi, I have a simple question. Have any Minnesota landlords received any payments from the latest round of rental assistance payments? I'm referring to the statewide system "renthelpmn.org"

So, here is my question. When a person owes the state of MN $, and says "hey, I promise MN, I will get it to ya soon" and it turns into 8+ months, MN never waits patiently, there is interest charged and fee's galore. How is this different? Shouldn't all landlords be getting interest fee paid on those funds? There is a cost of money, without doubt.
