2 units sharing the same electricity

A property I am looking at and intend to purchase has one electric meter for 2 units. The units are each 2 bed 1 bath units. They each have their own subpanel, but the bill would obviously be combined. How have or how would you handle this situation? include electricity in the monthly rent and hope they don't leave every light on every day? I don't think having them split the bill would end up well. Thanks in advance.
