New rental property for us with tenants who won't sign a lease

My significant other and I have a lease to own rental property. It's an older 4 plex. Long story short, the guy we bought it from had NO leases. We are trying to get the renters to sign a lease, but they aren't working with us. We aren't sure what to do, and this is just adding to the problems we are already dealing with coming into this mess (we are being positive about it though!). Any suggestions?!?

Tell them next month rent is being raised $500 per month until a lease is signed. but they can lock in their current rate, with a one-year lease, if they sign a lease. :)
