Oakland Section 8 Inspection result on ungrounded 3-prong outlets
HUD's Housing Quality Standards guidance on ungrounded 3-prong electrical outlets states that they're acceptable if protected by a GFCI outlet. What would you do it if you've a unit in Oakland, CA and the inspector still says they need to be grounded or reverted to a 2-prong outlet?

Do what the inspector says. The sooner you do that the sooner you will get that Section 8 money rolling in. I know "rookies" that try to fight a Section 8 inspector on "principal" and what the standards are......and they wonder why for some reason they kept getting their re-inspection delayed week afetr week.
