How Good does a rehab have to be to Get Loan?

Hello im in the middle of rehabbing a property  and its complete  but my BIG issue is i was in the middle of installing exterior insulation on the house and dident finish putting them all up and also i would like to put siding on but the renters said they dont care they want to rent it NOW.. and said i can work whenever on it So HOW MUCH rehab do i need to do in order to get a loan cash out refinance etc.. on the house.. meaning  what would disqualify me from getting a loan when it comes to what needs to be on the house House? would i get dis approved for having half done insulation on the house if i leave it as is?? thanks
