Variance for enclosed garage

Hello my fellow Bp friends. I haven't been on the site for a while and I have a question. I received a letter in the mail from the City of Ft Worth Board of Adjustment notifying me that a neighboring property to my rental is scheduled to appear at this month's meeting of the Board. The agenda is for a "Variance for enclosed garage". Just wondering, do these enclosures devalue the prices of the neighborhood overall. Thanks!
