Tenant Called Serpro without my permission

This tenant literally calls me every month complaining about something..this time, she said she smelled something musty and decided on her own accord to call servepro and of course they want the jobs so they sent me a quote for $3500. Does she have the right to do that without asking me and does Servepro have the right to go on the property without consent from owner/property manager? I will certainly call for 2nd opinion.  thank you!

Tell her she called them she can pay them.

She has no authority to call in repairs and expect you to foot the bill. This isn't even an emergency.
