Need help with tenants in Utica, NY

My husband and I own a 4-plex in Utica, NY.  These tenants were in place when we purchased the property in 2017 and we have since been through 2 property managers.  To my knowledge these tenants do not have actual leases; their original ones expired and I guess they are "month to month" with no actual legal document binding them to the property (or to paying us).  At what point are they considered squatters and how do we go about getting them out.  I know evictions in NY are not happening right now but if considered squatters I wonder if we can proceed with some sore of legal action.  Any insight would be greatly appreciated.

Hi Holly I just read your post regarding property management in Utica Ny. Were you able to find a good property manager? Thanks
