Parking awning falls on Tenants vehicle

Who is responsible if an awning collapse on a parked vehicle of a tenant? The tenant pays a monthly fee to park under a covered parking. The covered parking belongs to apartment property. The awning collapsed on the residence vehicle. Who is at fault?
