Covid Relief for Small Time Landlords in CA/Los Angeles?

I'm looking to see if there are any government assistance programs for landlords affected by renters not paying due to Covid. My parents own properties in low income neighborhoods in the Los Angeles area and approximately 50% of their tenants have not been paying rent since March/April. I'm afraid of how sustainable this will be if the situation continues, but we don't know what options we have. Many of the tenants are undocumented so I don't know if that affects their ability to receive any monetary rental assistance (if there is any available).

I would appreciate your input as to what you would do in this situation. Thank you!
