Managing a general contract on a long-distance

Dear BP members,

I am a long-distance investor and I found an inexpensive local general contractor but he is extremely slow. He doesn't steal money but every single job takes him longer than what's stated in our contract. He is always overdue.

How would you recommend I should manage him?
