Handicap accomodations to a non-ADA unit

I have a tenant in a mobile home that broke her leg ( not on my property) and is at a rehab facility. The facility called and demanded I install a handicap ramp and rails for her. My contractor says this will cost $800-$1000.  My question is how much am I required to do and who is responsible for the bill? I want to be reasonable, but let's be realistic. Thoughts? Suggestions?
