Spider Infestation

Hi, I just recently purchased a single family home and the tenant is requesting me to have it sprayed for spiders or provide him with insecticide. He's claiming the property is infested.

The tenants housekeeping habits are not the best...and I'm being polite. To be honest he lives in filth. There is a single car detached garage on the property and I suspect this is where the spiders are breeding. It is dark, dusty and extremely cluttered in there. Inside the house is a little better, but the bedrooms are stuffed with clutter. There is a layer of dust that cover the walls and ceiling.

My question is...is it the landlords responsibility to provide pest control? While I don't mind providing occasionally, my concern is it won't do a bit of good until he cleans up place.

Just to note the tenant has been there for 7 years and pays on time.
