General Landlording &Rental Property court advice

HI I have a three family in Fall River Ma. Ma, has lifted the moratorium the federal gov, might lift it Dec 31st. So Just wondering if I can start the process by tacking my tenant to civil court, instead of the evection process? Because the courts are going to be logjam and will be impossible to get a court date. Is that even something that can be done?
