illegal Activities in my neighborhood !!! What can be done?

Hello BP community! I am a new RE investor. There is a multiplex apartment building in my neighborhood where drug dealing and prostitution is occurring. My neighbors and I have called the police etc. The owners of the building are saying that they are unable to evict the tenants because of Covid and the backlog in the courts. This was going on before Covid. Is there anything other than calling the police that can be done to get these people out of my neighborhood?

 well with defund the police .. I think they will now send social workers to have a sit down meeting and talk through their issues.. that should solve it..
