Hello, I’m trying to get clarification on where the “no-evictions due to Covid-19” currently stands.

I rented my SFH home out last year. The tenant has not been the best at paying on-time. Now, the tenant isn't paying at all stating Covid as the reason. The property is located in the city of Sylmar.

Here’s my question:

Can I submit a 3-day notice, and if they do not pay can I move forward toward eviction? Again, this is a single family residence.
