New rental regulations in Raytown, MO - Kansas City

So my brother told me about some new regulations that Raytown is implementing following the Kansas City ones or something. From what he says, all rentals will now have to apply and pay for a license and pay for an inspection every two years as well to make sure it meets their requirements.

His bigger worry is that supposedly if they adopt the Kansas City policies that if you have to evict someone you now have to pay their eviction fees/lawyer fees?!

Anyone have any knowledge on this? I was starting to look to possibly invest in Raytown myself but maybe not if this is true?!
