Garden Maintenance how do you get to look after your landscaping

So have had a property for 8 years and now am required to allow pets in Victoria Australia after each tenant property becomes less and less populated of plants ,one keen vegetable gardener even lied to my face and said my plants had died naturally in order to pull them out and saw back my trees. And tried to get me to remove their vegetable garden waste because they were too lazy to put the waste in the green kerbside bin.

Dogs are now chewing the roses after I weeded and pruned the garden ,where do I stand, I have tried to get tenants to pay for plants in the past ,but always seem to get ppl claiming financial hardship when moving out 🤬/ being kicked out . Have pm managing but always get the same old old same old even after changing real estate companies.
