Federal moratoriums on eviction until end of 2020

I only read about this a minute ago and don't know if it a moratorium will actually take effect, but the article I read stated that only evictions for non-payment of rent will be blocked and that evictions for other reasons will still be legal. I'm wondering what this means in the case that a tenant is at the end of their lease. Is this a reason to 'evict' if that's even the right term in this case? Personally, I don't have any tenants in this situation now, but I'm sure a lot of landlords will. Any legal interpretations out there?
