new HOA enforced! HELP

Hello everyone! Need advice on what my rights are. 

I bought a townhouse back in 2015 (part of a 8 property complex) and there was no HOA noted in our closing docs/due diligence. Recently, there have been talks of creating an HOA so things can be cleaned up in our complex. Just recently, I was told that we 'owe' July and August HOA fees. They're too high in my opinion where the HOA wants reserves that are double that of total amount they want to clean up initially. The president also sent me all these legal docs showing the creation of the HOA.

Just want to see our rights as the president does own 4 of the properties in the complex. Thank you!
