Ab1436 California (are we screwed?)

The California Judicial Council voted 19-1 to drop their eviction moratorium. Pre-Covid evictions should start again on the 1st of September🤞🏽. I believe as of now pre covid evictions have been frozen and current unlawful detainer paperwork isint being accepted by the California courts from what I’ve been told by neighbors/friends and local investors. BUT HOLD YOUR HORSES!! There’s a bill that is expected to pass and screw us even more (as if enough damage hasn't been done to us) and it’s called AB1436. Now, from what I know it’s to only last until April 1st and offers mortgage forbearance from 6months to 12months depending on how many units you have under your belt. Does anyone think this bill won’t pass? I believe the judicial council dropped their eviction  moratorium because of the huge lawsuits they were receiving just to turn around and  support/help start AB1436.
