Help! How to deal with a problem tenant

I manage several properties and one is a nightmare. The tenant is Section 8 and only pays a fraction of the total rent (about 25%). For the past few months she has stopped paying her portion because of a high water bill. There were some recent plumbing issues (a toilet that ran constantly but she did not tell me about it) and small leak in one of the pipes to a shower. The problems have been fixed but she still won't pay her portion of the rent. The property is in DC, a very tenant friendly 'state' and right now there is a moratorium on any evictions due to COVID. What is the best way to handle a tenant like this?
