Tenant woke up early morning to see a guy puttting on fire

Hi, my tenant just told me he woke up at 4 clock in the morning he smelled fire the fire alarm went on, and he  opened the door and saw  a paper with fire by his door and a guy standing there!, he  right away put out the fire, what would you?
