Can tenant bar entry?

I have scheduled & provided my tenant 3 days notice for entry for a realtor & handyman walkthrough of the property to get a approx value. Both realtor as well as handyman will be masked. The tenant is trying to ban entry claiming COVID concerns however they were perfectly fine interacting with the handyman unmasked during the deck repair a few weeks prior. Can tenants bar entry to the property even with more than sufficient notice and masked? This is a cursory walkthrough..no items will be touched. This is in SoCal. Thank You
