Painting Pre-1978 Building

Was reading that to paint inside a building built before 1978, you need to use a firm certified lead-safe by the EPA to do the job. What if I want to do it myself? What precautions should be taken?

The apartment does have lead certificates but I believe this is mostly done by covering lower 4 feet with paneling to cover up the paint. I want to paint over all walls.
