How clean is clean?

Here is my move-out agreement, which is an addendum to the lease that all tenants sign at lease up.
My feeling is the unit was given to the tenants in this condition, so I expect it returned in the same condition or charge accordingly. Using this system, I very frequently have zero days of vacancy.
This agreement between LLC (Owner's Agent) and the undersigned Tenant(s) constitutes an additional agreement and is hereby incorporated as an Addendum to the Rental Agreement between parties, dated for the rental of the premises at the following address:

Tenant(s) hereby agree(s) when vacating the premises to perform as follows:
All-Purpose Cleaning
- Walls/Ceilings: All walls and ceilings, including baseboards and mouldings will be free of cobwebs and dust. Grease dirt and smears will be washed clean.
- Trim: Dust and wipe down all moulding, trim, heaters, vents, switch covers, and door knobs.
- Light Fixtures: Wipe down all light fixtures and replace burnt out light bulbs.
- Windows: Clean all windows, including tracks and window sills.
- Blinds: Dust and wipe down all blinds.
- Floors: Sweep, mop, and wipe down all floor surfaces, including underneath appliances. Carpeted floors to be vacuumed and cleaned.
- Heating Unit: Thoroughly dust/vacuum inside and out. Sweep underneath.
Kitchen
- Cabinets: Empty all cabinets and drawers, vacuum if needed, and thoroughly wash inside and out.
- Refrigerator/Freezer: Empty contents. Remove all shelves and drawers and completely wash. Wash down all surfaces inside and outside of refrigerator. Return shelves and drawers to proper positions. Vacuum coils on rear side of refrigerator. Refrigerator unplugged and door left open.
- Oven/Stove: Clean racks and inside of oven (including drip pans) to completely remove all stains. Wash down all surfaces of stove and stove top, including the sides, knobs, door, and drawer.
- Dishwasher (if applicable): Run empty dishwasher with dishwasher liquid. Thoroughly wipe down inside and out, including the door seal.
- Sink/Fixtures: Clean sink, drains and faucets.
- Countertops: Clean all countertops and backsplash, including edges and corners.
Bathroom
- Cabinets: Empty all cabinets and drawers, vacuum if needed, and thoroughly wash inside and out. Clean mirror.
- Sink/Fixtures: Clean sink, drains, faucets, towel racks and toilet paper holder.
- Countertops: Clean all countertops, including edges and corners.
- Bathtub/shower: Completely clean all surfaces inside and outside of bathtub/shower.
- Toilet: Completely clean all surfaces of the toilet, including inside, and outside. Clean floor behind/around the toilet.
Closets
- Shelves: Wipe down all shelf surfaces, including rods.
General Make-Ready
- Please DO NOT fill nail holes or attempt wall and/or trim repair. In most cases, the work will have be corrected, and those additional labor costs will be incurred by you.
- Any replacement mini-blinds must be the exact width as those installed prior to your move-in.
- Ensure all smoke detectors are accounted for and have a working battery.
- Ensure carbon monoxide detector is accounted for and has a working battery.
- Ensure all personal property and trash is removed from the property. Absolutely no furniture or other large items are to be placed or disposed of in or near the receptacles. The cost of disposal is your responsibility. Call the City at xxx-xxxx to schedule pickup.
- After you have completed this checklist, do a final walk-through to ensure all items have been properly completed. (If you request an optional accompanied walk-through prior to vacating your apartment, this must occur no later than one week prior to your return of possession of the unit to us and only after the apartment has been emptied and cleaned.)
- When you have completed this checklist and have done your final walk-through of the property, please give us a call to arrange returning your keys.
- LEAVE ALL UTILITIES ON. We will place them into our name on the day you turn in your keys. If you have the utilities disconnected prior to your legal surrender of the rental unit, you agree to pay a $50.00 reconnection fee as part of your move out charges.
- The security deposit balance will be mailed to you within 14 days after you return possession to the forwarding address that you provide to us.
Tenant(s) furthermore expressly agree to pay for such cleaning and for any repairs needed as outlined on the Move-Out Charge Sheet.
