Security Deposit use by Landlord

Hi,

New Jersey EO allows tenants to use Security deposit towards rent. Security deposit amount is in Landlord Tenant Account. As a landlord we have to pay mortgage. How can we use part of security deposit towards our mortgage. What are the rules to replenish the security deposit?
