No lease and won't fill out application

Have a tenant who is not on a lease and was not on a lease before COVID19, hasn't paid since January. I have asked her to fill out a lease application and she refuses to, she all of a sudden has all 3 months of rent but still refuses to fill out rental application. I have not taken any payment from her either.. How do I proceed as I do dot want her as a tenant.

    I would...

    Take that money and provide her with a receipt that clearly states what it is being applied to and how much she still owes. Tell her in writing that we are working with her due to the covid-19 pandemic but rent is still due. Make the letter/receipt professional and polite.

    Bide my time and wait until the stay-at-home orders are lifted in your state and muni.

    You really have no leverage until the court is hearing evictions so you might as well get what you can. This will end. Then she'll have to play by the rules and if she doesn't you can evict.
