Potential Tenant Rejection

By law do I need to let each tenant know I am not moving forward with them? I am in Idaho and new to being a landlord again.  I am using Cozy as my application process but they do not have a reject button. Any other systems you would recommend or do you reach out to them directly saying "We're sorry but we've rejected your application".  Or is that even necessary?

@Cindi Freeman I agree with @Nicole Heasley Beitenman If I get a full application from someone I will let them know if they have been rejected. I usually keep it general and just say something like I'm sorry but this unit has been rented to another applicant. Only if they request to know why will I give them any details, less qualified, low credit, etc. If they don't fill out the complete application and I can already see issues with what they did give me, I don't waste my time. I always include notes that incomplete applications will not be considered. I don't use yard signs either to cut down on the amount of unqualified tenants applying or even calling to ask. Online only marketing stipulating the criteria to be approved.
